Redirecting a website
Redirecting at the top level of a website will cause every file and folder in the website to be redirected to the URL specified. This will redirect individual file names or folders to a matching name on another host provided the redirect is only to a new hostname. If the redirect is to a folder the server will look for the same filename in the new folder.
From the site properties dialog box, click on the "Home Directory" tab

The tab displays the properties for the application and the folder. Take note that on this dialog page nothing else should be changed.
Click in the radio button labelled "A redirection to a URL" or use Ctrl+U.

The layout of the dialog box changes to suit.

Complete the URL in the text box. This should be a fully qualified URL including the trailing slash if it is to a directory or rootname.

To make sure the redirection is set and is permanent both the "The exact URL entered above" and "A permanent redirection for this resource" checkboxes are checked (ticked).
If this is a temporary situation, where you simply want to redirect user agents for a short period leave the "permanent" box unchecked.
