Replacing a Frame Based look with CSS

This is a basic layout with a header, left side navigation block, content block and footer. The content block is set to scroll if the content of it is longer than the fixed height. Frames were the only way originally to have common features for navigation and headers, but with many hosting plans allowing for SSI (Server Side Includes) and scripting methods frames are now not something to be used if you want your site to be both user friendly and search engine friendly.
Two versions are shown here, one for a Fixed Width and one for a Fluid Width. The fixed width is set for 800 wide but is easily adjusted to suit 1024 widths.
